GIPCL Overview
Gujarat Industries Power Company Limited (GIPCL) was incorporated in the year 1985 as a Public Limited Company. The Company is registered with the Registrar of Companies, Gujarat under the Companies Act, 1956, registered and corporate Office is located at P.O. Ranoli, Vadodara- 391 350, Gujarat, India. GIPCL has been promoted by Gujarat State Fertilizers and Chemicals Ltd. (GSFC), Gujarat Alkalies and Chemicals Ltd. (GACL) and Gujarat Urja Vikas Nigam Ltd.(GUVNL, erstwhile Gujarat Electricity Board). GIPCL functions under the umbrella of Energy and Petrochemicals Department, Govt. of Gujarat. GIPCL’s equity shares are listed on the Bombay Stock Exchange (BSE) and National Stock Exchange (NSE).
GIPCL is in the business of Electrical Power Generation, the current installed capacity is 1184.4MW. The Company has a diversified power generation portfolio comprising Thermal (Lignite and Gas) and Renewable (Wind and Solar) Power Plants. GIPCL also operates captive Lignite and Limestone Mines to meet the fuel requirement of the 500 MW Surat Lignite Power Plant. Over the years, GIPCL has established itself as a formidable player in the power generation business.

Thermal
GIPCL commissioned the 145 MW Gas Based Combined Cycle Power Plant at Vadodara in the year 1992. It was set up before the dawn of power sector reforms in the country to meet the large continuous power requirement of the promoters namely Gujarat State Fertilizers and Chemicals Ltd. (GSFC), Gujarat Alkalies and Chemicals Ltd. (GACL), Petrofils Co-operative Ltd. and the State Power Utility Gujarat Urja Vikas Nigam Ltd. (GUVNL).
GIPCL expanded the Gas based Capacity by commissioning the 165 MW dual fuel Combined Cycle Power Plant at Vadodara as an Independent Power Producer (IPP) in the year 1998. This Power Plant supplied power to GUVNL under a 20-year Long -Term Power Purchase Agreement (PPA) till 2016 and thereafter through a 5 year PPA on “As & When Required Basis” for the period from March, 2019 to March, 2024. The Combined Cycle Power Plants have been recipients of numerous National Awards for Outstanding Performance and Energy Efficiency. Currently, the Gas based Power Stations are kept under safe preservation in view of prevailing high gas price scenario.
GIPCL commissioned the greenfield 2x125 MW Surat Lignite Power Plant (SLPP) Phase-I, at Nani Naroli Village, Mangrol Taluka, Surat, Gujarat in February, 2000. This IPP supplies power to GUVNL as per the terms of 30-year PPA.
GIPCL doubled its Lignite Power Plant Capacity by commissioning 2 x 125 MW SLPP Phase- II in April, 2010 and power is supplied to GUVNL as per the terms of 30-year Long Term PPA.
SLPP Units are equipped with environment-friendly CFBC Boilers. The lignite and limestone requirement of SLPP are taken care by the Captive Mangrol-Valia and Vastan Mines. SLPP ranks among the best performing Lignite Power Plants in the country with consistently high performance and the Power Plants have received prestigious National Awards for Outstanding Performance and Energy Efficiency. SLPP supplies power to the State Grid at a very competitive tariff and ranks high in the Merit Order of Dispatch.
GIPCL has developed an integrated township at SLPP with excellent infrastructure, recreational and educational facilities. BVB GIPCL Academy , a CBSE affiliated school caters to the educational needs of employees’ wards and children from surrounding villages.

Renewables
In tune with the Government of India and Government of Gujarat’s thrust on Renewable Generation, GIPCL is focussed on renewable capacity addition . GIPCL has commissioned multiple Wind and Solar Power Plants in Gujarat and operating them efficiently. Power off-take is tied-up on long term basis through PPAs with Gujarat Urja Vikas Nigam Ltd.(GUVNL)/ Solar Energy Corporation of India(SECI).
Solar
The installed Solar Capacity is currently 262 MW with assets spread across Gujarat State. GIPCL commissioned a 100 MW Solar Project in the Raghanesda Solar Park, Dist. Banaskantha in the year 2021. The 75 MW and 80 MW Solar Projects in Gujarat Solar Park, Village Charanka, Dist. Patan were commissioned in the year 2019 and 2017 respectively.
The 2 x 1 MW Agri-Solar Pilot Projects at Village Amrol, Dist. Anand and Village Vastan, Dist. Surat were set-up as Pilot Projects in the year 2016. These Solar Power Plants feed directly into the distribution grid and eliminate Transmission & Distribution loss. A number of Rooftop Solar Projects have been set up in GIPCL’s Thermal Power Plants to reduce Auxiliary Power Consumption.
The Company forayed into Solar Power Generation in the year 2012 with the commissioning of 5 MW Solar Power Plant on the Vastan Mine dump top adjacent to Surat Lignite Power Plant.

Mines
GIPCL has acquired mining lease and clearances for Open Cast Lignite and Limestone mining in Vastan and Mangrol -Valia region which ensures uninterrupted fuel supply to the Surat Lignite Power Plant. The approved lignite mining capacity is 5.4 MTPA and the activities are managed departmentally since commencement in 1996. GIPCL’s mines have consistently maintained good safety and performance record and regularly win awards at various forums.
Projects Under Execution
2375 MW Khavda RE Park
GIPCL has been allocated 4750 Ha. Land by Govt. of Gujarat in the Khavda Hybrid Renewable Energy Park, Dist. Kutch to develop a 2375 MW Solar/Wind/Hybrid Renewable Energy Park. GIPCL is developing this RE Park as per the timelines prescribed by the government and availability of CTUIL connectivity. Site activities for 2 nos. 1200 MW, 400/33 kV GIS Pooling Sub-station, Roads, Drains etc. are ongoing for timely completion of Park Infrastructure.
Solar Power Plants
- • 1100 MW Capacity Solar Projects are under construction in GIPCL’s 2375 MW Khavda RE Park having 25 years Long-term PPA tie-up with GUVNL
- • 75 MW Group Captive Solar Project on the Vastan Mine reclaimed land for supply of power to the promoters
Future Plans
Renewables
GIPCL is pursuing growth in the entire value chain of the power generation business. GIPCL has ambitious plans to enhance Renewable and Thermal Generating Capacity and wishes to pursue opportunities to set up Renewable Energy Parks, Renewable Projects coupled with Storage Solutions for Utility and Non-Utility Sale through Group Captive Mode or Sale to C & I Customers. GIPCL also proposes to participate in Pumped Storage Projects and Off-shore Wind Generation Projects in tandem with the objectives of the State and Central Government.
GIPCL has entered into MoU with leading Central Public Sector Undertakings, NHPC Ltd. and Indian Oil Corporation Limited (IOCL) for joint exploration of Renewable Energy Solutions. GIPCL has signed a MoU with Government of Gujarat for development of 2375 MW Khavda RE park and 1100 MW Solar Projects at Khavda RE Park in presence of Hon’ble Chief Minister Gujarat on 3rd January 2024 at Gandhinagar as a part of Investment Promotion Activity for Vibrant Gujrat Global Summit 2024.
Surat Lignite Power Plant and Mines Expansion
GIPCL proposes Renovation, Modernization and Life Extension exercise to extend the useful life of 250 MW Surat Lignite Power Plant Phase- I by 10 years.
GIPCL intends to expand the lignite generating capacity and expand the Mines to meet the fuel requirement of SLPP. Further, GIPCL plans to tap upcoming opportunities for expansion of Lignite Capacity in Gujarat.
Renewable Energy Park Development
GIPCL has been allocated 4750 Ha. Land by the Govt. of Gujarat in the Khavda Hybrid Renewable Energy Park, Dist. Kutch to develop a 2375 MW Solar/Wind/Hybrid Renewable Energy Park. Company has initiated project activities for the completion of RE Park infrastructure development within the stipulated timelines.
Renewable Capacity Addition
Going ahead, GIPCL is planning Solar Capacity addition of 1100+ MW at the Khavda RE Park. Presently 600 MW Solar Capacity is under advanced stage of implementation. Further, GIPCL is planning Wind/ Hybrid/ RE with Storage Projects in Khavda RE Park and other locations in Gujarat. GIPCL is setting up a 75 MW Group Captive Solar Power Plant on the Vastan Mine reclaimed land and further plans to scale up Solar Capacity upto 500 MW in a phased manner.
